Drop PHP 8.0-rc versions #1350

PHP 8.0-rc images are still built. They are useless now and can be dropped.

They are actually still used, as each patch version of a PHP minor series has its own RC. There's a bot automatically updating those tags whenever applicable, see e.g. https://github.com/docker-library/php/commit/4844a928c9cbb8b4c9bf005ff7069edd2a04539c and https://github.com/docker-library/php/commit/06ec5b16bdac22cc0c4f2cdf5aeaa3a94590cff7.
