Move the tags for '3' and 'latest' #66

PyPy now seems to consider 3.8 a stable release (looking at the table of contents): https://doc.pypy.org/en/latest/release-v7.3.7.html

This would mean that the tag for '3' and therefore 'latest' can be moved to '3.8'.

I really wish there were somewhere somewhat more authoritative on whether a particular version is "beta" or not :see_no_evil: :sweat_smile:

I've been getting the info from the blog in the past, where https://www.pypy.org/posts/2021/10/pypy-v736-release.html calls 3.8 beta and https://www.pypy.org/posts/2021/10/pypy-v737-release.html doesn't mention whether it's beta or not :innocent:

That TOC / release notes title change seems pretty authoritative though (especially with the very next release adding 3.9-beta explicitly).

The wording in https://www.pypy.org/posts/2022/02/pypy-v738-release.html makes it sound like the brand new 7.3.8 release is when 3.8 became "non-beta" :disappointed:
