Translate CoC into Russian #14

We would like to provide a translation of our Code of Conduct into Russian. If you're interested in working on this, please assign yourself and use this issue for coordination.

Please name the markdown file with RU at the end. :)

the link is dead... done :) probably not the best person to do the translation, you may need a real translator for that
