I noticed this repository does not have a license in place

Also, there's no MAINTAINERS, and CONTRIBUTING.md file

Do we require a DCO sign-off for contributions here? (fwiw, there's a template for open source projects in our open source repo; https://github.com/docker/opensource/tree/master/project-template)
