Work around:
Clicking on another section - Containers / Images / Volumes - and then back to the Dev Environments section allows the Create (+) to work.
It worked for me simply by removing some old containers to free up some memory
Description
Application Error when trying to create a subsequent Dev Environment when a Dev Environment container is created:
(!) Application Error We've reported this to our error tracker.
TypeError: Cannot read properties of undefined (reading 'id')
Persists as long as the Dev Environment section is selected in Docker, including stopping and starting Docker Desktop.
Starting and exiting VS Code will clear the error when clicking Create (+). Selecting one of the other sections: Containers/ Images / Volumes; then returning to Dev Environment will clear the error from Create(+)
Reproduce
Docker Desktop Select Dev Environments section Create a new Dev Environment Click done. Click Create (+) Get error.
Closing Docker Desktop and restarting does not clear the error situation. Clicking on another section - Containers / Images / Volumes - and then back to the Dev Environments section allows the Create (+) to work.

Just updated my Ubuntu, and Docker Desktop today uname -a 6.2.0-35-generic #35~22.04.1-Ubuntu SMP PREEMPT_DYNAMIC Fri Oct 6 10:23:26 UTC 2 x86_64 x86_64 x86_64 GNU/Linux
Also can reproduce same on windows Docker Desktop
