Docker Swarm Is Frequently Restarting Docker Services #971

Expected behavior

After OS and Kernel upgrade Docker swarm is keep on restarting the docker services randomly not the independent container having the same issues

Actual behavior

Steps to reproduce the behavior

The services run fine for sometime and randomly gets restarted and it is the case with all the services.

Output of docker version: Docker version 18.09.0, Build 4d60db4

Additional environment details (AWS, VirtualBox, physical, etc.) it is physical servers having OS redhat linux 7.7 (Maipo) with Kernel version 3.10.0-1062.12.1.e17.x86_64
