Explicit DNS settings necessary in daemon config file, otherwise get `dial tcp: lookup github.com: i/o timeout`

Description

There seems to be a number of people reporting a bug on StackOverflow (including me) when using paketo via spring-boot's bootBuildImage. Here are three issues, all involving Docker Desktop (either Windows or macOS, interestingly no reports of this for Linux): [1], [2], [3]

A workaround is to add the following line to the json Docker daemon configuration file:

  "dns": ["1.1.1.1","8.8.8.8"],
