Since 4.23, failing on connecting to database and solr #7036

Description

I've tried 4.23.0, 4.24.0, 4.24.1 and 4.24.2. With each try, I deleted everything and rebuilt and with each one, during lando rebuild, everything seemed to be going fine until "waiting for database service is ready" and "waiting for solr service is ready". After a period of time, both ended with

Waiting until database service is ready... ERROR ==> database reported as unhealthy. Waiting until solr service is ready... ERROR ==> solr reported as unhealthy. ERROR ==> Error: (HTTP code 404) no such container - No such container: landoproxyhyperion5000gandalfedition_proxy_1

With each, I deleted the new and went back to 4.22.1 which does function properly.

Reproduce
