docker desktop for windows opens thousands of desktop windows and freezes server #13106

Actual behavior

Several times a week Docker Desktop seems to open several thousand of Docker Desktop windows and by doing so eats up sp much memory that the server basically freezes.

Expected behavior

Not to open any windows

Steps to reproduce the behavior

The problem remains in version 4.16.3
