Docker desktop uninstall doesn't remove entries from Windows hosts file

Actual behavior

The entry in c:\Windows\System32\Drivers\etc\hosts is not deleted after uninstalling docker desktop from my machine. This was an open issue already (#5220). The docker-robot closed it without the acutal issue being solved. Since it has been locked, I'm creating a new one.

Expected behavior

Docker Desktop should remove all changes within config files when uninstalling.

Information

Windows Version: Windows 10 Business 21H2, also tested for Windows Server 2016
Docker Desktop Version: 4.16.3
WSL2 or Hyper-V backend? WSL2
Are you running inside a virtualized Windows e.g. on a cloud server or a VM: Happens both on virutalized Windows and on my local machine.
