Docker dashboard does not start after upgrading to 4.32.0

Description

After upgrading to 4.32.0, the dashboard app does not start when clicking on the docker desktop shortcut (which points to Docker Desktop.exe).

I had to find the docker desktop icon in the icon tray, right click to bring up the menu and click "Go to the Dashboard" to bring up the dashboard application.

Reproduce

1. Start Windows 11
2. Click on Docker Desktop shortcut
3. Dashboard window does not appear

Expected behavior

Prior to 4.32.0, dashboard window would appear

@haam-666 I was able to resolve the issue by simply running it as administrator. After updating to v4.32.0 my docker desktop was hanging. I quit docker desktop, and re-opened it as administrator. I let docker desktop fully start up, before quitting it again then proceeding to open it normally.

@sucramx Thanks, but that does not work for me. I tried to run as admin (right click on Docker Desktop shortcut, run as administrator). The confirm UAC dialog comes up, but Docker dashboard still won't show up.

Hi @Nandni-Gupta

No, but found another workaround. In Settings, if I check "Open Docker Dashboard when Docker Desktop starts", the dashboard will open soon after boot. Not great since if I close the dashboard, I have to go to the tiny tray icon to bring up the dashboard instead of the shortcut.
