Binding udp port 53 not working #14399

Description

(HTTP code 500) server error - Ports are not available: exposing port UDP 0.0.0.0:53 -> 0.0.0.0:0: listen udp4 0.0.0.0:53: bind: Only one usage of each socket address (protocol/network address/port) is normally permitted.

Additional Info

Before the version 4.35, the same code worked perfectly

I'm facing the same problem after updates to Adguard using Docker Desktop for Windows 11. Starting the container fails but restart worked.
