Unable to create a new account same issue as #1572 #2115

Hello. I've tried several times to create Docker account at https://hub.docker.com/signup?next=https%3A%2F%2Fhub.docker.com I get the "Username already taken error". I see this has been reported before, but I'm not seeing a work around, or if this issue started again?
