[Urgent] Payment issue from India after Reserve Bank of India guidelines change #2160

Hi Docker team,

RBI has changed payments guidelines for online transactions ( including recurring ones ) to require an additional factor authentication effective from October 1. Please make an urgent note of it as my monthly payment has already been declined and we will need a way to pay for your services. You may have already started to see a trend of payment failures from India and a general advisory will be highly appreciated on this.
