fixes #6 by allowing composer to install drupal/coder 8.2.12

I think it would make sense to install php7-xmlreader as well. We have all 3 installed in docksal/cli:php7: xml, xmlreader, xmlwriter.

I'm going to updated the PR with that change and merge.
