PHP 8.3 #309

PHP 8.3 was recently published: https://www.php.net/releases/8.3/en.php

Are there plans to add it to Docksal?

Absolutely. We'll drop PHP 8.0 (goes EOL on 2023.11.26) and add PHP 8.3 as soon as there is a stable upstream php:8.3.0 image (upstream is currently on 8.3.0RC6).

It's also time to switch from Debian 11 (bullseye) to Debian 12 (bookworm) base flavor. We'll do it all in one shot.
