Rename Tools tab for Workflow | Files, maybe only sometimes #4017

Is your feature request related to a problem? Please describe. A Dockstore workflow has a Tools tab underneath Files. For CWL, WDL, and Nextflow workflows, the contents of the tab are Docker images referenced by the workflow. These Docker images are not CWL/Dockstore tools, and given that we say a workflow is composed of tools, this can cause some confusion.

Describe the solution you'd like Rename the tab to "Docker" or "Docker Images".

Describe alternatives you've considered Leave as is.

Additional context Galaxy is in flux, and it actually might end up (or is?) displaying a list of Galaxy tools used by the Galaxy workflow, not Docker images. So the tab name might have to be different based on the descriptor language.
