Update deprecated CircleCI images

Description

Hotfix counterpart of cherry-picked fix from develop. I think the brownout emails are referring to this since no other develop branches in webservice, support, or cli seem to be covered

• try bumping linux image to 2023.10.1
• try updating remote docker to docker24

Review Instructions None, just build should survive brownouts
