Organizes tree of files and copies license from docopt.py

Create three folders:

• src: with python scripts (docopt.py and docopt_c.py)
• example: with the appropriate files from the example
• dev: other files used for development purposes Adds license file copied from the docopt python project

It's really a matter of taste how to layout a project like that. I prefer "flat is better than nested". But if you want to set up the project in the way you like in order to continue working on it--you're welcome. What's your plan?

I think at least the example's files should be placed in a sub-directory, like was done for the docopt(python) repo. If you want, I can make a new pull request with this change and adding the license.

From what I've been able no analyze, the changes I would like to work on are:

• update the docopt.py script to the latest version (which involves changing docopt_c.py to use the newest version)
• instead of 'include "docopt.c"' in C source code, if think its better to 'include "docopt.h"', that should also be created by docopt_c.py with the appropriate guards if needed [1]. (This involves changing README's example with the appropriate compilation commands)
• docopt_c.py should use docopt itself to analyse input arguments.
• An option argument like "-f INPUT | --file INPUT" should be used to indicate the .docopt file. If that option is not presented, than use stdin by default.
• A final option like "-o OUTPUT | --output OUTPUT" could be used to define the outputs of the program: the names of the files OUTPUT.h OUTPUT.c. If not present, than use stdout by default. Is it ok?
