Add TOS and Privacy Policy to the DocPad Website #32

They're currently only on the bevry website, and we now do a redirect for them. But really we should have them on the docpad website too. Where they should go, and how we should manage them being in both locations I'm not sure.

We could just use the downloader plugin to pull them in. But really, they could just stay where they are. Closing until value is proven.
