this is an issue with the logic in the home component which I am not too familiar with. Can you take this @kchia? Those views need to be separate components with the disclaimer placed in between the transition. Will make a pr for the rest of my tickets soon.

@kennethkatz looking at the survey flow, I think it makes more sense to ask the disclaimer question every time the user initiates the survey, since the user's situation might change between surveys so we might not want to ask the user the question just once.
