Setup dependabot for pinned Composer dependencies #11483

If this turns out to work well, we might consider pinning more dependencies (typically, PHPUnit).

The usual suspects. :-) Should the Doctrine Coding Standard be considered as well?

Good idea. So far, I'm unsatisfied with the results on deps that use ||, but maybe it will work better with the new strategy, I'm not sure. I've tried this on my fork.
