Missing requirements.txt file in rhel8.Dockerfile #282

The file requirements.txt is removed/renamed from repository. https://github.com/dod-advana/gamechanger-data/blob/dev/dev_tools/docker/k8s/rhel8.Dockerfile#L191

Should it be the file rhel8.locked.requirements.txt instead?

FYI, rhel8.locked.requirements.txt will open a pandora's box dependency entanglement.
