Pypi build process #3

Goal:

To allow automated deployments of packages to PyPi when a Git tag is made
Several jobs only run on tag

To configure:

Add a new secret with the name "PYPI_API_TOKEN" with the API token (https://github.com/Defense-Cyber-Crime-Center/sqlite-dissect/settings/secrets/actions)
