Lithuanian characters #21

Added support for Lithuanian.

I also took the liberty of also uppercasing some Polish and Latvian characters as some characters are common between the alphabets - I believe it was a typo - but I might be wrong...

I initialy copied the first lookup table from django. They may make typos too :)
