improve our documentation

We must improve our documentation significantly. Before starting head over heels, we should think this through and start with a plan. Creating this plan will take some time, so I'll mark this issue as a draft until it is complete.

What do we want?

We want a website, both in Dutch and English, containing tutorials, reference pages, news items, and information about the project. It should be possible to stage new content and only release it when a new version of Dodona is released.

How will we implement this?

Options include:

• keep using read the docs
• switch to a Jekyll site (e.g. using GitHub pages)
• switch to Jekyll or another static site generator using Netlify
