Allow reusing score items #5625

This pull request adds the possibility to download and/or upload score items. This allows for preparing score rubics in advance, but also allows for reusing them across series or courses.

Can you add the name of the exercise when downloading the score items like score_items_{exercise_name}.csv? E.g. score_items_echo.csv
