Apache gives a http/1.1 403 21 error in acces log when I create a new folder. #6

Versions:
Apache: 2.2.11
tried joomla: 1.5.22 and 1.5.23

Parameters in component and in menulink to component set to: "images/stories" 

Uploading new file works ok
Deleting files works ok

Renaming file or folder works but after I press ok to save: it gives 404 object 
not found on server

In the address bar it says: 
http://domain.xx/<?echo $view->formUrl();?>
http://domain.xx/<?echo $formTarget;?>
http://domain.xx/<?echo $formTarget;?>

I've tried cmodding directorys and even the entire www dir to test if anything 
resolved my problems. my site runs over https

on a fresh local install it gives me 403 errors performing the same actions
