Add <title> elements to generated HTML #21

Can you please add a <title> element to the generated HTML so that when
there are multiple tabs visible in the IGB the Navbot tab will display
"Navbot" rather than "View"?

The only changes required are in the following files:

pageserver.cs
reportspage.cs
searchpage.cs
welcomewithouttrust.html
welcomewithtrust.html

I have attached a ZIP with the changed files.   I just stuck
<title>Navbot</title> after the inital <html> tags everywhere it was needed.
