It tells me to contact Tejar for help. I'm am running Windows Vista 32 
bit. Below is the error it apparently copied to my clipboard and told me 
to give to Tejar. 

System.Net.HttpListenerException: Access is denied
   at System.Net.HttpListener.AddAll()
   at System.Net.HttpListener.Start()
   at EveMarketTool.PageServer..ctor()
   at NavBot.InitialForm.TryToStartNavBot()

Incidentally, since Tejar's not an active character any more we should really 
remove 
all the references to him and instead refer people to this site...

i'm not a developer but a user of navbot and have found i get an error if i 
don't 
run navbot.exe in administrator mode. i search and find navbot.exe and then 
rclick 
to select run as administrator.  no idea if this will help you, but hey.

right click navbot exe, properties -> compatibility mode -> enable "Run as 
administrator", root issue covered in issue 15
