Slight adustments in the Time Proto to account for bad blocks on incorrect difficulty on Pow/Pos Swapover and accounting for CheckProofOfStake changes in new StakeModv2 when Syncing from scratch.

untested block v7 as of now, need to run tests after review

Merged backwards going to rebase later but this is a good way to test with all the changes that happened since this branch was created to move forward.
