Updated the download links for dogecoin core to newest version.

Motivation and Context

There is a new version of core.

I clicked all the links and they were great.

As mentioned in issue #340, I have been made aware that this is no longer the appropriate repo for making changes/updating dogecoin.com.

I am going to raise an issue over there, and close this PR.
