Add SCRIPT_VERIFY_NULLDUMMY #24

This was removed when the nulldummy stack item got a meaning for Schnorr multisig, but we have to add it back now for Dogecoin.

Not in this commit, as we never run into the code since SCHNORR_MULTISIG is enabled. I will add it to #25.
