TTS and STT Libraries #7

For STT, probably whisper-rs ; GGML models available here: https://ggml.ggerganov.com/, as small as 30MB

For TTS, maybe Festival, but there aren't any Rust bindings out there and I'm not sure if you can build it as a library without all the Scheme stuff.
