It was recently discovered that individual self-tests are located within the self-test framework rather than the PKI subsystem that they test.

This problem required us to change the dependency on 'pki-symkey' to be associated with the TKS self-tests present in 'pki-server', rather than the 'pki-tks' subsystem itself.
