Upgrade DZP::Test::EOL to 0.14 #19

Since 0.14 DZP::Test::EOL changed its test filename. The patch 858c1d905bab9b88812775dc20d16c2e7e865273 was incomplete as it lacked the DZP::Test::EOL updated version requirement.

Note that t/01-test-manifest.t fails with Dist::Zilla::Plugin::Test::EOL 0.12.
