Describe the bug change to docker image with Latest tag or 4.8.10 does work

1. change the docker images to doitandbedone/ispyagentdvr:latest or doitandbedone/ispyagentdvr:4.8.1.0
2. Start docker
3. can't access website
4. docker logs are blank

Expected behavior should be running the latest docker image or release
