Windows fixes #176

Description:

There were several places in tests, and a couple in source code, where we were not considering the possibility of dealing with Windows style paths. This PR also includes the fixes for compilation errors from #175 . Resolves #174

cli-build has been updated to the latest dojo/shim so I think some of the promise change might not be needed anymore.
