Dependencies in package.json #24

Are the dependencies in package.json a) really dependencies and b) runtime dependencies or actually development dependencies?

Now that the package is on npm, npm is trying to do what it is told and there is no dojo@1.11.0-pre (or dijit@1.11.0-pre).
