feat: skills matrix v2

This pull request implements a developer skills matrix application that attempts to demonstrate canonical Dojo architectural approaches without the use of backend infrastructure.

Notes:

• Editing an outdated hash translates the hash to the latest version and highlights newly added skills.
• Comparing old outdated hashes will show a modal indicating what hashes are outdated before comparison.
• The data format should eventually change: it's just an array of skill maps, the first of which is "current".
• This was worked on by 3+ developers over 6+ months and many framework releases; the code could use both a bath and a general sanity check.
