tcm should be part of the build process #307

Enhancement

tcm should be added to the grunt dev and dist process to ensure that our styles are aligned properly to the CSS classes in the style files.

My mistake on closing this. The PR that was merged prepares this for the changes in https://github.com/dojo/grunt-dojo2/pull/167, which will actually resolve this.
