IoT-Agent Leshan allows unregistered devices to connect to dojot #1073

Only devices registered to dojot should be able to connect to the platform, but in the current implementation any LwM2M device can connect to.

I'm not sure if Leshan allows us to reject a registration request. Actually, we use the RegistrationListener that doesn't give us any power to decide the registration response. Despite it, we don't put unregistered device's data into the platform (Kafka), to this the device data go to the message broker is necessary someone registers it on device manager, so it becomes something like 2-steps registration. At my point of view it isn't a bug, but an architecture decision. @rascaraficci, what do you think about it?
