What steps will reproduce the problem?
1. Issue with creating a new reposite from googlecode via svnTortoise
2.

What is the expected output? What do you see instead?
To be able to download all files onto computer as a local dir

Check that under settings of TortoiseSVN in Network settings IS NOT using any 
proxy settings as advised in 
http://cit.wta.swin.edu.au/cit/units/icab4232a/wiki/index.php?n=Main.GoogleCodeS
