Update west ncs-sbom tool:

[ ] Run: python nrf/scripts/west_commands/sbom/helpers/update_spdx_licenses.py
[ ] Commit and push changes of the nrf/scripts/west_commands/sbom/data/spdx-licenses.yaml file
[ ] Create a PR
