Newlines added with each save #460

What steps will reproduce the problem?
1. copy two lines of text with an empty line between them from Windows notebook 
under Chrome and paste into an existing file;
2. save and reload the file;
3. on each reload the number of open lines double.

What is the expected output? What do you see instead?
The number of open lines should stay the same, even with files originating from 
Windows.

What version of the product are you using? On what browser?
Version 31.0.1650.63 m on Windows 7 32 bit Notepad.

Please provide any additional information below.
I suspect it relates to the <CR><NL> issue?
