move to github actions #85

Travis CI starts to be more and more fragile. Github actions is faster and well integrated with GitHub repositories.

I think if you do draft PRs, it might not run github actions.

@josegonzalez Thanks - I think it should but in any case I didn't mean to bother you with this yet; I first wanted to get the actions to run on my fork where they also don't run.

I'll reopen this when it's working.
