Renames pre-build to post-extract. Updates the code to receive tmpdir from $2, and not clone the git repo to pull the solr config.

I verified that those hooks don't exist and removed them from the plugin. Not sure what you mean by "This also changes the base Dokku version, so you'll want to fish for the version we released to at so people don't try to install this on older Dokku." I upped the version to 1.4.9 but don't think that's what you meant.

I deleted the version bump and squashed the other commits.
