Your Issue:
I ran CAT tool and it says the OS is already reporting Continuity is enabled, yet I can not get Handoff or its related services to work.
Steps done to try to fix the issue:
Initial troubleshooting includes the Handoff basic settings in macOS Sierra and iOS 10
Running with SIP disabled
Uninstalling and reinstalling CAT using basic method and from Recovery HD
Installing beta CAT
Disabling and enabling iCloud drive (found this tip here, but it didn't help me)
My Board-ID is already listed as Continuity in /System/Library/Frameworks/IOBluetooth.framework/Versions/A/Resources/SystemParameters.plist
