Your Issue: After Airport upgrade and Continuity activation script was run, handoff and Universal Clipboard did not work. System report showed Bluetooth 4.0 hardware and handoff enabled.
Steps done to try to fix the issue: tried logging out of iCloud on both devices but that didn’t fix it. I had to delete a file Bluetooth.plist from Library/preferences/
After this and a reboot everything is working perfectly!
