Uses GETACCESSLEVEL() of (currently) development branch of Sqlite plugin.

reformat some sql
added acl checks

Can someone review this? Are there more places where the ACL should be considered?

The sqlite plugin has now the support for GETACCESSLEVEL() merged. Note: these changes for blogtng plugin require the last version of the sqlite plugin.
